First Street East Construction Project

PROJECT OVERVIEW

The First Street Reconstruction Project (from Fareway entrance to Old Lakeport Road) transforms the existing 4,000 feet long, two-lane rural road section into a three-lane concrete street with curb and gutters. The existing roadway elevation will be lowered as needed to accommodate drainage toward the street. Additionally, the City’s existing concrete trail will be extended east along the south side of First Street to Old Lakeport Road where it will connect to the Loess Hills Scenic Trail north to Sioux City. The pavement portion of project will be constructed in three stages, or phases. The first phase of construction is between Pub 52 and Midstates Bank. Access drives and other detour measures will be provided to ensure businesses are open to the public. The second phase, which is the longest, is between Prairie Bluff Drive and Kiwanis Park. The third phase is from Kiwanis Park to Old Lakeport Road. Once construction starts there will not be through traffic access from east to west on First between Old Lakeport and South Lewis Boulevard. Local traffic will have access to homes and businesses. The through traffic detour route will be posted as Old Lakeport/220th Street/South Lewis Blvd.

CONSTRUCTION UPDATES

UPDATE 4: (10/25/24)

City Hall has received a number of inquiries on the opening of First Street.  Below is a project update that was shared with the City Council this week.  We are getting close!

                     First Street Project Update

1. The Contractors are finishing the concrete work this week.
2. Next week’s anticipated schedule:
   • Final backfill of dirt around the streets and trails/sidewalks
   • Cleaning the streets and painting traffic control markings
   • Placement of traffic control signage (speed limit, crosswalks, stop signs)
3. The City hopes to open First Street to traffic the middle to end of next week!

UPDATE 3: (08/16/24)

The Phase 2 intersections on First Street (except for Prairie Bluff Drive) will be completed today.  The dirt contractor (PCI) will be grading and backfilling Saturday and Sunday this weekend to get the street ready for opening sometime after 9am Monday morning.  Therefore, First Street will be open from South Lewis Boulevard to Vandenberg/Windsor by Monday noon! As there won’t be traffic paint striping yet, there will be traffic control cones to demarcate the middle turn lanes between the intersections.

There will be a street closure just north of Midstates Bank so that the Prairie Bluff Drive intersection can be finished.  Residents in Baker Prairie Bluff will need to use Baker Drive to access First Street until the intersection can be opened on Wednesday, weather permitting.
